> Charlie is the Canada Revenue Agency's chatbot, a generative AI virtual assistant available around the clock on CRA pages on Canada.ca and, during service hours, inside My Account. It answers general questions about programmes and about getting into your CRA account, but it cannot see your tax file or answer a question about your own situation. In the Auditor General's 2025 audit it answered 2 of 6 test questions accurately.

## Key facts

- Name: Charlie, the CRA chatbot
- Available: 24 hours a day on CRA pages on Canada.ca; during service hours in My Account
- Can it see your account: No, general information only
- Accuracy in testing: 2 of 6 test questions, per the Auditor General's 2025 audit

## What is the CRA chatbot?

Charlie is the CRA's chatbot, reachable from the CRA home page and a number of other CRA pages on Canada.ca. It began as a pilot in March 2020 and was rebuilt on generative AI in 2025, so it now answers in written sentences rather than only offering menu choices. The CRA now calls it its virtual assistant (GenAI chatbot). Look for the icon in the bottom right corner of CRA pages on Canada.ca; it also appears inside My Account during CRA account service hours.

It is a signposting tool. You ask a question, it tries to find the CRA page that answers it, and it points you there. That is genuinely useful when the phone lines are busy and much less useful when your question is about you.

## What can Charlie actually answer?

General programme information, on the topics the CRA has pointed it at.

- What a programme is and roughly who qualifies.
- Personal income tax questions of a general kind.
- Questions about charities.
- Help finding your way into your CRA account.

By the CRA's own count the chatbot had answered 13.8 million questions across 5.1 million conversations between launch and 30 September 2024, so the general-information job is one it does at scale.

## What Charlie cannot do

This is the part people run into, and the CRA is explicit about it: the chatbot does not replace speaking to a CRA employee, deals only with general information, and will not process an individual tax file or address a personal tax situation.

| What you want | Where it actually happens |
| --- | --- |
| Your balance, refund or assessment | CRA My Account |
| Changing a return | ReFILE, Change my return, or a T1 adjustment |
| Replying to a review letter | The address or portal named on the letter |
| Anything needing identity verification | A phone call or CRA My Account |
| A binding answer on your own facts | CRA by phone, or a tax professional |
| An account-specific question by chat | Live agent chat inside My Account |

What needs something other than the chatbot

### Can you chat with a live CRA agent?

Yes, but only inside My Account. Sign in, open your Individual account and select the virtual assistant icon in the bottom right corner. Ask your question there first; if the assistant cannot resolve it, or the question is about your account, ask for a live chat during service hours: Monday to Friday, 8 am to 8 pm ET, except public holidays. The assistant passes the agent a summary, so you do not have to repeat yourself, and the CRA saves chat transcripts for quality and security purposes. Live agents cover personal income tax and benefits, savings and pension plans, and payments and instalments. They do not handle business or rental income, capital gains, crypto-assets, foreign income, estates and trusts, deceased persons or non-resident files; for those the CRA directs you to its phone lines.

If the answer you need is specific to your file, start at [CRA My Account](https://canadataxdesk.com/cra-account) instead. If you cannot get in, [CRA login help](https://canadataxdesk.com/cra-account/cra-login-help) covers the usual causes.

## How accurate is the CRA chatbot?

Less accurate than the confident tone suggests. In its audit of CRA contact centres, tabled October 21, 2025, the Auditor General's team asked Charlie 6 tax questions and it answered 2 accurately, while other public AI tools answered 5 of 6. Some coverage reported a figure of about 44%, but the report itself gives 2 of 6. In its response, the CRA said the generative AI version would cover more topics from November 2025. News reports on parliamentary documents put the CRA's spending on the chatbot at more than $18 million since the 2018-19 fiscal year.

A figure like that does not mean the tool is useless. It means an answer from it is a lead, not a conclusion, in the same way as an answer from any general assistant. The sensible use is to let it find you a page on Canada.ca, then read the page.

> **Never act on the chatbot alone:** Do not enter a figure on a return, miss a deadline or skip a form because a chatbot said so. Confirm on the Canada.ca page it points to, and keep a note of which page that was.

## Should you give the chatbot personal details?

No, and there is no reason to, because it cannot use them. It has no connection to your tax file, so a social insurance number typed into the box buys you nothing and creates a record of your SIN in a place it did not need to be. The CRA's own guidance says not to share your social insurance number, date of birth or financial details with the chatbot, even when you are signed in to your CRA account. It keeps questions temporarily to improve the service but says personal information and chat history are not stored or used.

Phrase questions generally. "What is the deadline for a self-employed return" gets the same answer as any version of the question containing your name.

> **Real CRA communication:** The CRA will not ask for your SIN, banking details or a payment through a chat window. If something claiming to be the CRA does, read [CRA letter and message scams](https://canadataxdesk.com/cra-account/cra-letter-scam).

## Charlie against ChatGPT for Canadian tax questions

Charlie has one real advantage: it is pointing at Canada.ca, so when it gets the right page, that page is authoritative and current. A general assistant is working from training data with a cutoff date and no particular loyalty to Canadian rules, which is why it will sometimes answer a Canadian question with an American rule.

Against that, a general assistant will usually explain a concept more clearly. The split that works is to use a general assistant for "what does this word mean" and Charlie for "which CRA page covers this", and to treat neither as the source of a number. ## Common questions

### What is Charlie the CRA chatbot?

It is the Canada Revenue Agency's chatbot, which the CRA now calls its virtual assistant (GenAI chatbot). It is available 24 hours a day on CRA pages on Canada.ca and during service hours inside My Account, answers general questions about CRA programmes and accessing your CRA account, and was rebuilt on generative AI in 2025.

### Where is the CRA AI chatbot?

Look for the virtual assistant icon in the bottom right corner of CRA pages on Canada.ca, where it is available 24 hours a day. It also appears inside My Account during CRA account service hours.

### Can the CRA chatbot see my tax account?

No. It handles general information only and will not process an individual tax file or answer questions about your own tax situation. For anything about your file, use CRA My Account or call the CRA.

### Can I chat with a real person at the CRA?

Yes, but only through live agent chat inside My Account, Monday to Friday from 8 am to 8 pm ET, except public holidays. Open the virtual assistant in your Individual account and ask for a live chat if it cannot resolve your question. On the public Canada.ca pages, the chat is automated only.

### How accurate is the CRA chatbot?

In the Auditor General's audit tabled October 21, 2025, it answered 2 of 6 test questions accurately, while other public AI tools answered 5 of 6. Treat its answers as a pointer to a Canada.ca page rather than as a decision you can act on.

### Is the CRA chatbot free to use?

Yes, for the user. News reports on parliamentary documents put the CRA's spending on it at more than $18 million since the 2018-19 fiscal year, paid publicly.

### Should I type my SIN into the CRA chatbot?

No. It cannot use your SIN because it has no access to your file, and the CRA does not ask for a SIN, banking details or payment through a chat window.
